Given the rapid political changes occurring in our Commonwealth and country, it appears that the unorganized militia will be needed to provide for the personal and collective security of its citizens, and the preservation of our Constitution and republican form of government. To that end, our forefathers have entrusted us with the ability, means, and the obligation to preserve it.

 The sovereign authority of armed citizens to act in concert as a [unorganized] militia was thereby recognized as a preexisting and natural right of the people. Furthermore, the Constitution provides clear constraints on government authority over the militia, limiting its jurisdiction to that part of the militia employed in federal service and then only for certain lawful functions. These are limited to those functions essential to ensure the security of America as a free state and the preservation of our form of governance, i.e., the �Laws of the Union� among which, pursuant to Article 4, Section 4, include the preservation of our form of government as a constitutional republic.

While government continues its decades long effort to diminish and otherwise disavow the role and identity of the unorganized militia, (and continues to abdicate their Constitutional responsibility to support it), in fact the authority, duty and responsibility of armed citizens as the unorganized militia has never changed. The ultimate responsibility of maintaining a free nation has always and mustremain in the hands of America�s citizens.

Government was established to guarantee to citizens the natural rights,protections and form of government defined in the Constitution. Our Declaration of Independence affirms that government derives its just powers from the consent of the governed. Therefore, in intentionally departing from this purpose, in exceeding its delegated powers, govern- ment knowingly sets aside its legitimacy and engages in subversion and domestic insurrection.

The primary purpose of the 100th North Liberty [unorganized] Militia is to defend the Constitutions of the Commonwealth of Pennsylvania and the united States of America against all enemies, foreign anddomestic. It is to uphold and defend constitutional guarantees as documented by the Bill of Rights,and to ensure that all citizens regardless of race, color, religion, sex or national origin retain those inalienable rights and protections established by the Founding Fathers.

The Militia does not advocate overt acts of violence and/or aggression. It remains a defense oriented organization. As long as a semblance of constitutional processes, supported by a fair and impartial system of common law, continues to provide an tolerable element of justice, ensure free speech and other basic freedoms, full exercise of judicial, political and legal remedies must be pursued.

Like other constitutional militia organizations, the Militia recognizes that good government, founded and implemented consistent with Constitutional tenets is not only a blessing, but essential to the function and preservation of a free society. However, there is no ambiguity in the objectives of our current administration. The unmistakable goals are to change our form of governance without the consent of the people, deprive the people of their rights and protections, subvert their freedom and liberty, subject the people to governance by a foreign power,create racial and cultural discord, debase the currency and destroy our economic base,and implement these and other changes by deceit, intimidation and force of arms. Taken together these constitute a clear warning of intent and a portent of future conflict.

This "long train of abuses and usurpations" currently being pursued by government to subvert our nation has compelled the resurgence of the unorganized militia. The principled individuals who participate in the militia are those who not only value their freedoms but have the foresight and wisdom to prepare for the eventuality of crisis and conflict.

History has shown that the fate of nations often rests on the actions of a dedicated few. As most Americans flounder in ignorance and apathy, these men and women of the unorganized militia may be all that remain between the dwindling light of freedom and the darkness of global tyranny.

This website, therefore, is dedicated to the millions of armed Americans who make up the unorganized militia and, in particular, those associated with the Wolf Creek Rangers and other constitutional militia units and organizations.

BY-LAWS of the PENNSYLVANIA Wolf Creek Rangers

 

The Wolf Creek Rangers is a legal, unorganized civilian militia as authorized by the U.S. Constitution Bill of Rights and the Constitution of the Commonwealth of Pennsylvania.

PURPOSE:

The PURPOSE of these by-laws is to explain the mission, goals and organizational structure of the Pennsyvania Wolf Creek Rangers



1. MISSION:

To support the Pennsylvania Militia.

To defend the Constitution of the Commonwealth of Pennsylvania and the Constitution of the United States of America. To uphold and to defend the Bill of Rights, seen as unalienable, and given by our creator to free men that they may remain free.

To support the County Sheriff's Department. To insure that all citizens-- regardless of race, color, religion, sex, physical characteristics, or national origin-- shall have the right and opportunity to due process of the law as established and guaranteed by the Great Document which guides this Great Commonwealth.   



2. GOALS:

It will be the goals of the Pennsylvania Wolf Creek Rangers to:

a) PRESENT itself to the citizens of this region as a well-regulated, well-trained, well-equipped, and knowledgeable militia unit consisting of ordinary citizens rather than professionals.

b) ASSIST citizens in the event of national disaster, civil defense, and in the defense of self and state.

c) ESTABLISH a cohesive command structure able to instruct and task as needs arise.

d) TRAIN its membership in many disciplines necessary to the function of the militia as a whole, and as members individually.

e) EDUCATE its members that a knowledge of this nation’s early history reveals how the Word of God and man’s will to be free, played such a powerful role in developing the firm resolve for just laws, a high respect for strict morals, and our Divine right of free choice, which becomes the envy of every nation on earth that yearned for freedom.

f) INFORM its members of local, national, and global events which would imperil the Constitution and impact the direction of the country.

g) ENCOURAGE its members to stand against all tyranny which threatens to undermine our form of government and these United States of America.

h) UPHOLD the pure constitutional rule of law whereby all citizens have the right to trial by a jury of their peers in a court of law.

i) SEEK the protection, wisdom, and the leadership of your creator and submit to Him to do His will in protecting the liberty and freedom He has given to all Americans.



3. ORGANIZATIONAL STRUCTURE:

In order to achieve the goals listed above, a Command Staff has been created. All elements of the Brigade will be subordinate to the Command Staff. The general membership will be organized as A and B teams. The Command Staff will assign the leaders of these teams. Each team leader will be responsible for assigning rank and duties within their team. The mission of each team is to accomplish the goals of the Brigade as a whole. Upon taking the oath, each member will be assigned a position in a team.


3.1 The Command staff:

The command staff is made up of commissioned officers selected and appointed by the existing staff:

The Commander will hold the rank of Captian.

The Communication, Public Information, Special Ops officers will hold the rank of 2nd Lt.

The Chaplain will hold the rank of Lt.

The Sergeant Major will hold the rank Command Sergeant Major.


3.2 Field Officers:

All Field officer ranks will be assigned according to the task performed and/or experience.


3.3 Enlisted Personnel:

All Squad leaders will hold the rank of Sergeant.

All Assistant Squad leaders will hold the rank of Corporal.

All other members will hold the rank of Rifleman.


3.4 Authority:

Officers and Noncommissioned Officers elected and appointed to command and support positions are given their authority by you. As a member, you are expected to support and follow the orders and directives of the Chain of Command. Trust and teamwork are the cornerstones of our organization. If you feel compelled to disobey or openly reject the Chain of Command, you should immediately withdraw from the militia, without prejudice. Provision is made to remove members who discredit the militia though a hearing (Court Martial) by the Chain of Command and upon appeal, a two-thirds vote of the members in good standing.



4. MEMBERSHIP:

Membership in the Pennsylvania wolf creek rangers shall be open to any citizen over the age of 17 regardless of sex, race, religion, physical characteristic or national origin. Membership is voluntary, and will last until the member withdraws or is dismissed by proper authority.

All militia members will be required to provide information about his/her self in order to best utilize their experience and background. Information provided will be kept confidential and will be used only for the functioning of the Brigade.


4.1 Types of Membership:

a) Member-- An active participant in the wolf creek rangers activities, abiding by the rules and regulations of the wolf creek ranger , and having completed information required by the Command Staff, signed and taken the oath.

b) Supporter -- An active supporter who chooses to remain anonymous. A supporter does not take the oath, has no voting rights, and has no say in the running of the wolf creek rangers .


4.2 Withdraw/Dismissal:

A member may voluntarily withdraw his or her membership in the militia at any time by notifying the Command Staff, in writing, of their decision. Following the 90-day probationary period, a member may be dismissed from membership only after a formal hearing by the Chain of Command. Two-thirds vote from the Chain of Command will be required.


4.3 Conduct:

Militia members are highly encouraged to live exemplary lives as outlined in the Pennsylvania Militia Code of Conduct and the laws of the Commonwealth of Pennsylvania. Blatant violation of the law places the legitimacy of the Wolf creek rangers at risk. Just one member can jeopardize the Civilian militia by illegal acts when those wishing to discredit us look for such opportunity.

Therefore, in order to protect the body as a whole, militia members will be subject to a court martial made up of the Command Staff convened to hear the facts of the case before it. Members may stand trial for such acts that would discredit the Pennsylvania Wolf creek rangers or place the Brigade at risk. The accused will stand in his/her own defense. No charge will be brought to court martial unless supported by at least two witnesses. The maximum penalty for any offense will be permanent dismissal from the militia. After counsel the convened Command Staff will vote on action.

Any militia members may voluntarily withdraw from the militia at any time without prejudice for conscience sake. In such case, all issued equipment must be returned. It shall also be the right of each militia member to appeal to authority within the direct chain of command regarding grievances. In every case however, the militia member shall follow the order or directive first and make his appeal afterward.


4.4 Recruitment:

Under no circumstances are militia members to discredit the Pennsylvania 1st Brigade by pressuring citizens to join or to contribute material or financial support. All material and financial contributions will be accepted with the clear understanding that the inalienable rights of all will be protected without qualification.



5. OATH OF THE MILITIA MEMBER:

All militia members will be required to take the oath and sign it, to uphold the Constitution of the United States and the Constitution of the Commomwealth of Pennsylvania and to protect it from all enemies.


5.1 Oath For Noncommissioned Members:

"I, (Name), do solemnly swear that I will support and defend the Constitution of the United States and the Constitution of the Commonwealth of Pennsylvania against all enemies, both foreign and domestic; that I will bear true faith and allegiance to the same; and that I will obey the lawful orders of those appointed over me, for conscience sake; So Help Me God.


5.2 For Commissioned Officers:

"I, (Name), having been appointed an officer in the North Liberty Wolf Creek Rangers, in the grade of (grade), do solemnly swear that I will support the Constitution of the United States and the Constitution of the Commonwealth of Pennsylvania against all enemies, both foreign and domestic; that I will bear true faith and allegiance to the same; that I will take this obligation freely, without any mental reservation or purpose of evasion; and that I will willing and faithfully discharge the duties of the office upon which I am about to enter; So Help Me God."



6. UNIFORMS AND EQUIPMENT:

As a member of the wolf creek rangers , you are encouraged to procure and maintain items of uniform and equipment. When in uniform, you represent the wolf creek rangers . Therefore your uniform will be clean, buttons buttoned, shirts tucked in, patches sewn on properly. Proper impression is very important to the public.

The primary weapon of a wolf creek ranger member will be the rifle. It will be required of all militia members not otherwise opposed for conscience sake, to have his own rifle, ammunition, and knapsack.

Militia members are required to remain proficient in the maintenance and safe operation of the rifle and to have a minimum of 100 rounds of ammunition and 50rounds per sidearm available at all times. The militia member's knapsack shall consist of necessary items to be determined, based on the member's assignment. Thus outfitted, the knapsack will be kept available at all times for rapid deployment by the militia member. If you are restricted to limited funds, set your priority on proper uniforms and attire rather than exotic military hardware. A professional image is more creditable than a lot of neat toys.

Militia members WILL be expected to obey all Constitutional state and local firearms laws. Militia members are normally expected to carry military style firearms. Only in self-defense will a militia member discharge his weapon. As with members of organized military units within Pennsylvania, militia members are expected to abide by all hunting rules and regulations pertaining to the use of firearms for that purpose.



7. COMMUNICATION:

In the case of a natural or manmade disaster, the role of communication is critical. Therefore, the Citizen band radio and ham radio will be the principal forms of communication. .



8. ASSEMBLY MEETINGS:

Periodic musters and assemblies are necessary and shall be called to achieve the overall goals of the militia unit. Members must discipline themselves to set aside time each month, for assembly. Militia members will be notified of actual assembly times and places. While it is intended that the militia intrude as little as possible in the private lives of its members, it is also clear that individual members are volunteers and must be ready to meet periodically and to deploy as the need arises. It will be the objective of the staff to infringe as little as possible on the time of militia members, recognizing their responsibilities to their families and jobs.
